（中央社記者廖漢原華盛頓14日專電）再過36日，美國總統當選人川普將正式就任。美國軍艦上次公開進行南海自由航行任務時間為10月21日，川普入主白宮後，必須盡速決定是否繼續挑戰北京宣稱擁有的南海主權。
美國總統歐巴馬在任期間，支持菲律賓就南海爭議提出國際仲裁，判決對菲方有利。與此同時，中國在南沙8個島礁大肆填海造島，改變現狀。
智庫戰略暨國際研究中心（CSIS）旗下的「亞洲海事透明倡議」（AMTI）13日公布衛星照顯示，中方已在島礁上配置「近迫式武器系統」（CIWS），有能力處理可能的海上衝突。
美方於2015年10月27日首次進行聲稱合法的自由航行任務，派遣軍艦駛近中方人造島，美國海軍並於2016年1月30日、5月10日與10月21日，共進行4次任務，以及多次海上跨國演訓。
AMTI指出，川普（Donald Trump）政府並未對南海提出具體方案，觀察家將評估他是否會繼續執行自由航行任務。美國新政府如果依據當前軍艦在南沙與西沙群島交互「路過」的模式，下一次將是南沙，特別是與仲裁案有直接關連的美濟礁（Mischief Reef）。
AMTI分析，美艦駛近美濟礁牽涉當前複雜的美中政治，北京可能以派駐戰鬥機或其他武器系統進入南沙島礁作為回應，如今親中的菲律賓總統杜特蒂（RodrigoDuterte）也有可能反向取消美菲軍事合作，這些都是行動的風險。
歐巴馬政府曾因低調執行自由航行任務，引起共和黨籍國會議員不滿，之後才進行約每季一次的半公開性航行任務，時間點也多選在避免影響美中高層互動氣氛的時刻。
如今壓力轉到川普身上，各界都在看他是否真有膽識挑戰北京的南海影響力，並在盟邦與區域間重建美國信譽，下次焦點將是中方已經配置武器系統的美濟礁。1051215
